The FIC Secretariat, set up with the assistance of the European Bank for Reconstruction and Development, is a standing body which provides technical support to the daily activities of the Council.
The FIC Secretariat organizes the work of the FIC plenary and interim sessions, working groups, and other activities of the FIC.
The Secretariat is composed of a full-time Head of the Secretariat, Deputy Head, Economic Expert, Programme Coordinator, and Administrative Assistant.
Head of the Secretariat
Rustamkhon Azizov has an extensive experience in banking, public administration, and international development. Prior to his current role, he served as the Deputy Director at the Agency of Strategic Reforms under the President of Uzbekistan, where he managed relations with development partners and spearheaded initiatives to enhance investment attractiveness and sectoral development strategies.
He also held significant positions at the Asian Development Bank’s Uzbekistan Resident Mission, where he coordinated non-sovereign operations, and at the Municipality of Tashkent City, overseeing key infrastructure development projects. His experience further includes managing financial institutions and risk management at Ipak Yuli Bank.
Rustamkhon holds an Executive Diploma in Organizational Leadership from Saïd Business School, University of Oxford, and a Master of Research in Political Science from the University of Manchester. He is fluent in Uzbek, Russian, and English.
Deputy Head of the Secretariat
Mansurjon is a professional with experience in public administration, investments, international trade, agriculture, and Public-Private Partnership. Prior to joining FIC, Mansurjon worked as a GESI Manager and Policy Specialist in USAID Agribusiness Development Activity. During his time at the Ministry of Agriculture he led the working group of international and local experts to develop the Strategy for the Development of Agriculture of Uzbekistan for 2020-2030 and led successful negotiations on signing EU Budget support to facilitate agriculture sector reforms. Mansurjon was also actively engaged as a member of the negotiations team with the World Bank to develop and implement Agriculture Modernization Project.
Mansurjon is a PPP professional certified by APMG International, holds a bachelor’s degree in Business Administration from the University of Westminster, UK
Economic Expert
Avazbek has more than 15 years of professional experience in the field of foreign economic relations, investments and energy. Before joining the FIC Secretariat Mr. Mullajonov served as the Deputy Head of Investment Climate Department and Head of Department for Cooperation with Turkish Republic at the Ministry of Investments and Foreign Trade of Uzbekistan. He also has expertise in energy, oil and gas sectors.
Mr. Mullajonov holds a master’s degree in International Business from Ajou University and a master’s in Management from the Tashkent State University of Economics.
Programme Coordinator
Javokhir Kosimov is a skilled young specialist in foreign economic activity. In his role as a Programme Coordinator at FIC, Javokhir excels in coordinating and managing key programs and projects, ensuring effective communication and strategic engagement with international investors.
Previously, Javokhir held roles at the Agency for Strategic Reforms, where he coordinated the activities of the Project Office of the Adviser to the President of the Republic of Uzbekistan on economic development, effective management, and international cooperation, Suma Chakrabarti. His responsibilities also included developing comprehensive reports and presentations for senior management.
Javokhir holds a Bachelor’s degree in foreign economic activity from the University of World Economy and Diplomacy, focusing on international economics, finance, and corporate management.
Administrative Assistant
Prior to joining the FIC Secretariat, Gulnoza served as an Administrative Assistant at the Embassy of Italy in Tashkent.
Gulnoza holds a bachelor’s degree in English and Italian languages from Uzbekistan State University of World Language University, and certificates of different language and cultural programs from Perugia University in Italy.
